Public Consultation on the Zero Draft of the General Comment on the Right to Redress for Victims of Torture or Ill-treatment under Article 5 of the African Charter on Human and Peoples’ Rights

The Committee for the Prevention of Torture in Africa (the Committee) seeks to provide technical tools and make recommendations to State Parties and other relevant actors on the effective prohibition and prevention of torture as well as on responding to the needs of victims. In view of this, the Commission decided to support the Committee’s proposal to develop a General Comment on victims’ right to redress at its 56thOrdinary Session held from 21 April to 7 May 2015, to further strengthen existing provisions on the right to redress in instruments adopted by the Commission.

The draft General Comment is based on a series of discussions held in the course of 2015 and processed at a drafting retreat organized by the CPTA in collaboration with REDRESS and CSPRI in Cape Town, South Africa, from 1 – 3 February 2016, see http://www.achpr.org/press/2016/02/d289/.
The Committee invites all stakeholders to forward their inputs on the Zero Draft of the General Commentbefore 30 June 2016. This draft can be found below.
